Synopsis

THE CASE OF THE FORBIDDEN SUPER-POWERS! The Headmaster Mind has created a device which uses a cardial-energy from the Justice League's use of their super-powers to fuel natural disasters. When the super-powered members of the JLA make worse disasters while trying to destroy an iceberg threatening a ship sailing near Paradise Island, it takes the efforts of Batman and Green Arrow to resolve the problem. As a result of this near disaster the UN passes a temporary injunction banning the super-powered members of the Justice League from using their super powers.   Headmaster Mind then takes Tattooed Man, Matter Master, and the Top under his wing and helps them commit crimes for a share of their profits. Batman and Green Arrow, still allowed to go into action are hard pressed to stop the crooks and are outmatched. To make matters worse, Headmaster Mind uses his device to instigate the JLA members to protest in front of the UN building.   After Batman and Green Arrow are unable to stop the criminals once more, they convince the other JLA members in helping stop the crooks without using their super-powers while they try and find out what caused the disaster finding the whole series of events suspicious. As super-powered JLA members defeat each crook without their powers, Batman and Green Arrow manage to learn the truth by checking the passenger list with the cruise company and checking customs records. Tracking Headmaster Mind to his home the two manage to capture him.   With Headmaster Mind and his "students" captured, the JLA reveal the plot to the UN and have the injunction removed so that they can use their super-powers to fight crime once more.
